According to game data and discussions with the game's composer, Jamie Christopherson, the country is indeed Montenegro. It's possible that there were multiple operations in the country, including the prologue one.—Preceding unsigned comment added by RevOcelotMGS (talkcontribs)

Problem is, Montenegro isn't even an African country, it's European if anything. And the codec call by Raiden that elaborated on what Kevin was talking about was specifically referring to the European country due to the reference to Albanian gangsters fleeing Italy. It's possible that the country was indeed originally Montenegro, but was later changed. Datamining the demo version does indicate that R-00 takes place in Montenegro, at least. I haven't yet tried with retail.—Preceding unsigned comment added by RevOcelotMGS (talkcontribs)
The music composer was probably briefed on the rough story outline prior to the changes, and so the name for the track used in the prologue mission is just a holdover. --Bluerock (talk) 20:38, 24 March 2023 (UTC)
After some further discussion w/ Jamie and datamining, I'm going to assume that yeah, Montenegro indeed appears to be the original setting for MGR's prologue, at least up until VGA '11. It's possible it was a Metal Gear Solid Rising leftover that stuck over into MGR, if anything. Having a look at several material names in the .wmbs that make up the prologues' level geometry do reference stuff like montenegro_road and such.—Preceding unsigned comment added by RevOcelotMGS (talkcontribs)
