Gene, a product of the Successor Project.

The Successor Project was a top-secret experiment conducted by the United States Government, using military research institutions. Its goal was to create the ultimate battlefield commander to take charge of the Perfect Soldier.[1] The commander selected as a model for the project was The Boss.[2]

To achieve the project's goals, a unique training program was carried out to grant subjects combat techniques, strategy-building intellect, battlefield survival capability, and an overwhelming charisma capable of capturing the hearts of soldiers. As a result, Gene's voice had a special power that gave him the ability to charm people.[2] In addition, because of its intended role of commanding the Perfect Soldier, Gene also had even faster reflexes than Null, with his battle style being based directly on that of The Boss.[1]

In 1970, Gene commanded the renegade FOX Unit in the takeover of the San Hieronymo Peninsula. He used his abilities gained from the Successor Project to bring the peninsula's Soviet forces under his sway, and attempted to launch a nuclear attack on the United States using Metal Gear.

Gene believed that he was the true successor of The Boss, and that Big Boss, her last protégé, was the only other person who could rival his abilities. In a final fight to the death, Gene was defeated by Big Boss, conceding that his rival was the true successor after all. The Successor Project thus ended in failure.

Elisa: No. Gene is the one you [Snake] should really be afraid of. The Successor Project was designed to produce a battle commander capable of commanding the Perfect Soldier [Null]. I've never actually seen Gene fight, but I think his reflexes may even be faster than Null's. And his battle technique is patterned after The Boss herself.
