In 2018, as part of Operation Tecumseh, Senator Steven Armstrong was believed to have been planning to assassinate President Hamilton during his visit to Pakistan for negotiations with the Pakistani president Farooq Salam. Because of this, former Maverick agent Raiden was dispatched to Pakistan via a Solis Mach 23 vehicle to halt the President's negotiations and reroute him back to America. Upon arrival and clearing out the World Marshal Inc. security soldiers stationed outside, they managed to find Desperado's XIFF ID on the World Marshal soldiers, causing them to realize that World Marshal intended to frame Desperado for the attack. Raiden then attempted to make his way to the control tower to destroy it. However, he ended up fighting against Metal Gear EXCELSUS and Armstrong, also learning that he had abandoned assassinating the president as he had decided that having American soldiers killed at the base and framing Jihadi terrorists for the deed would be just as manageable. Raiden eventually defeats EXCELSUS and Armstrong. The base also ended up damaged due to EXCELSUS having tunneled out from below.
