The representative of the Secretary of Defense was called to Cheyenne Mountain in 1974, to decide on whether to retaliate against the Soviet Union, after ballistic trajectory data regarding an imminent attack on the United States arrived at NORAD. As the President and most of his staff were away for the SALT II talks at Vladivostok, he, some of the members of the war room, and the Chairman of the Joint Chiefs of Staff were forced to make the decision themselves.
However, when Big Boss called the Chairman to explain that the missile data was actually fake, and attempted to give proof of his identity, the representative was reluctant to believe him, thinking that it was a trick, only to be rebuked by the Chairman, who then explained that the reason he believed him was because Big Boss's description matched what he had himself witnessed regarding the CIA director's failed handshake with Big Boss afterward, much to the representative's shock. When a convinced Chairman attempted to abort the retaliatory nuclear strike, the representative held him at gunpoint, with the other members of the war room also mutinying. The standoff was later resolved after the false data transmission was halted, due to the actions of Big Boss.

The representative was voiced by the late Takeshi Aono in the Japanese version of Metal Gear Solid: Peace Walker, the voice actor for Roy Campbell. The character's voice actor in the English version was not credited.
