Farooq Salam (Arabic:فاروق سلام) was the President of Pakistan in 2018. His overall political views were pro-American, although it was believed this was mainly due to his need for American assistance in maintaining control of Pakistan's unstable FATA region.
During the time of the World Marshal Incidents, Salam was scheduled to meet with U.S. President Hamilton, although the talks were postponed after an attack on the Shabhazabad Air Base. The talks eventually recommenced, where they successfully proposed a joint task force to combat terrorism.

President Salam's name is Arabic for "peace", possibly a means of reflecting his role as a politician willing to push forward on negotiating and co-operating with the U.S. for peace and stability in the region.
Salam and his country are mentioned in a driving cutscene with Raiden en route towards Denver in Colorado, where a CNET news broadcast reports about President Hamilton traveling the Middle East to meet with President Salam. This is despite Pakistan having no regional connection nor ethnic/cultural ties to this location except that of influence by faith (hence the common use of Arabic names extensively throughout the Muslim world).
