It's not that he wanted Raiden to beat him, it's just that he saw it as a very posible outcome. So later he then made the whole plan of unlocking the blade and leaving wolf to decide what to do with it and it just so happened Wolf decided to give it to Raiden and help him by the end.
I feel like since he was already kind of unsure of what allegiances he should be following he just decided to keep going with the plan and then leave it to luck in case he failed.
